Article 26 of the Universal Declaration of Human Rights
"1. Every person has the right to education. At least, education is free at first and basic phases. Primary education is compulsory. Everyone should be able to benefit from technical and vocational education. Higher education should be open to all people according to their merit.
2. Teaching should aim at the full development of human personality and strengthening respect for human rights and freedoms. Education should promote understanding, tolerance and friendship among all nations, races and religious groups, and improve the United Nations' efforts to maintain peace.
3. Parents have the right to choose the kind of education that will be given to their children. "
